Insight on RPGT changes

GLOBAL consultancies say cash-flush domestic players are driving Asian real estate investments, with one firm estimating direct property investments replica clothing in the region at RM30 billion in Q3 2009 led by Hong Kong, China, South Korea and Taiwan.

In the meantime, Indonesia is planning changes to laws to allow expatriates to own homes in cities and special economic zones while governments elsewhere are also relaxing ownership regulations to make their markets more competitive.

So where do all these changes for the better leave us?

In response to industry feedback, Prime Minister Datuk Seri Najib Razak announced early this month that the five per cent real property gains tax (RPGT) reintroduction from Jan 1 is now applicable to properties sold within five years of the purchase date. This is a positive amendment to the Budget 2010 proposal in October 2009 to impose the tax irrespective of the holding period and category of owners, which got the industry riled up.

To keep stakeholders up to speed with the RPGT changes and implications, Rehda Institute (RI) has invited PricewaterhouseCoopers Taxation Services Sdn Bhd executive director Ng Say Guat to deliver a talk on Jan 29 at Bukit Kiara Equestrian Club, Kuala Lumpur.

Her wealth of experience includes tax compliance involving preparation and submission of tax returns and computations; and advising on inbound and outbound investments, crossborder investment restructuring, real estate transactions, withholding tax, company restructuring and tax planning.

In addition, she is conversant in tax considerations in mergers and acquisitions and dealing with regulatory authorities on tax incentives.

RI director Y.K. Wong said the tax expert's insights should benefit property developers, investors, consultants, valuers and agents, adding RI has applied to the Board of Valuers, Appraisers and Estate Agents for Continuing Professional Development points for the relevant participants.

After her talk, she will join Real Estate and Housing Developers' Association president Datuk Ng Seing Liong and his deputy Datuk Michael Yam as well as Datuk Eddy Chen of RI in a panel discussion.
